This one hit "near":
Minutes later, the earthquake unleashed a 23-foot (seven-meter) tsunami along the northeastern coast of Japan near the coastal city of Sendai in Miyagi prefecture.
Ty. The Sendai region has an average altitude of 10 meters ,but near the coast the altitude is not more than 1-2 meters. This can easily explain the disastrous effects.
