In the old country, that is, 18th century England, a device called a weasel was used to apply fabric to the outside of certain hats. If business became slow the hat maker would, sometimes, have to pawn (pop) his weasel.

I agree with the previous answer. The song goes, "Up and down the city road, in and out of the Eagle. That's the way the money goes, pop goes the weasel." The Eagle is a pub on the City road in London.
