How do they roll up a roll of Scotch tape?

"They" don't roll up tape at all. Instead, tape is actually manufactured on the roll. Cellophane is rolled onto a giant roll and then slowly unraveled and fed through a press that adds adhesive to one side. Finally, it is fed through another machine that cuts the material into different sizes.

If the site is to be believed, it says the tape is first rolled, then unrolled and glued, then rolled again. Far from 'don't roll at all'!
