No. Bill James discussed the issue in 2003, in looking at the issue of why Phil Niekro didn't win for his great pitching performance in 1978 (unlike every other pitcher with a comparable Win Shares statistic for a season):
"[T]he larger reason that no knuckleball pitcher has ever won the Cy Young Award [is] because the Cy Young Award usually goes to the pitcher with the best won-lost record, and most knuckleball pitchers pitch for bad teams."

Niekro, in fact, was only 19-18 for a last-place team that year and finished 7th in the Cy Young voting.
