It's often been the case that host cities of Olympic Games usually have ended up losing money on the event. Yet, TV broadcasters pay hundreds of millions of £s, or $s if you like, for the rights.
Two questions: Who is this money paid to? and how much does the International Olympic Committee contribute to the host cities?

The host city does get a portion of the money, though I'm not sure of the exact percentage. The amount a city makes or loses on the olympics is based more on the approach taken by the city. Atlanta ended up with a small surplus by mostly using existing locations, only building a few new structures that had a specific post olympic use before the start, and selling as much advertising and tickets that the locations could stand. It didn't have the fancy white elephant buiidings and ambiance of some other locales, which annoyed the IOC and media, but they did well in the long term.
