Burgess and Maclean were British agents in MI6 who became double agents giving information to the Soviets during WW2 and beyond. they escaped to Russia in 1951.

In response to the second half of the question, Dick White, the MI5 agent that was supposed to interrogate the suspected spy Donald Maclean (codenamed "Homer" by the Russians), learned that Maclean and Burgess had gone to France and decided to fly over to seek French help to find them -- but he arrived at the airport with an out-of-date passport, which necessitated a significant delay before he could fly -- and by the time he got to France, Burgess and Maclean and their KGB handlers had taken a train from Paris to Switzerland and then flown to Prague, putting them safely behind the Iron Curtain.
