In fractional betting odds representation, why do the odds 4/6 and 6/4 appear as reducible fractions (e.g. http://www.racing-index.com/decimal-odds-conversion.html) unlike other odds which are irreducible?

There is no fixed way to present odds, typically the bookmaker will use a pattern that makes them easy to compare. If he has a large number of X/4 odds in his listing anyway, he'll also write 6/4 and 8/4 to make it clearest which options are the favorites.
