There would likely be quite many of them :)
Almost a match for these criteria is Sherlock Holmes, but his first movie was in 1929 (with an unauthorized comedy dating back to 1924).

A correct answer would be Dracula - the first film actually using the name appeared in 1931. (An adaptation of the story using a different character name appeared in 1922, but it was not called "Dracula".)

All the characters mentioned in previous answers appeared in movies prior to 1930 unfortunately, including Dracula, in a 1923 film from Hungary (possibly 1921)

I'm sure there are numerous answers to this, but I checked Dickens, Austen, the Brontes and several other 19th century English novelists and most of their works appear to have been filmed (often without copywright) in the silent era.
One answer that fits is Harvey Cheyne, the young boy from "Captain's Couragous", the 1897 Kipling novel, didn't appear in film until the 1937 Hollywood version.
