How is it that the government of the Kingdom of the Netherlands virtually but not entirely coincides with the government of the Netherlands?

It seems that the Netherlands (the European country, that is) is but one member of the Kingdom of the Netherlands which embraces the European country itself and three overseas territories.
"The Kingdom of the Netherlands (Dutch: Koninkrijk der Nederlanden) is a sovereign state and constitutional monarchy with territory in Western Europe and in the Caribbean. The four parts of the Kingdom - Aruba, CuraƧao, the Netherlands, and Sint Maarten - are referred to as "countries", and participate on a basis of equality as partners in the Kingdom."
