Visible light from outer space can be "red-shifted," indicating the source object is moving away from the Earth-bound observer. Can other frequencies of electro-magnetic radiation be "shifted" in the same manner. And if so, is it detectable?

Yes and yes. "Redshifts are attributable to the Doppler effect, familiar in the changes in the apparent pitches of sirens and frequency of the sound waves emitted by speeding vehicles; an observed redshift due to the Doppler effect occurs whenever a light source moves away from an observer."
