Has a MLB team, completely out of playoff contention, ever laid down intentionally and allowed another team in contention to win against them?

That has not been shown for certain.
In 1919, the Chicago White Sox were convicted of intentionally allowing their opponent, the Cincinnati Reds, to win the World Series. The Sox, however, were certainly in contention, and threw the series for money.
