The town of Verkhoyansk in the Sakha Republic in Russia is a candidate for the northern Pole of Cold, that is, the place in the northern hemisphere where the lowest air temperatures have been recorded. (Another candidate is Oymyakon, also in the Sakha Republic.) Its record low temperature is -67.8 degrees Celsius (-90 degrees Fahrenheit), and it has a population of 1,311 according to the 2010 Census preliminary results.

I don't know whether this takes average low temperature into account, but Verkhoyansk seems to be home to the absolute minimum temperature ever reliably recorded in any city of the world (and also maybe outside of Antarctica).
