No one (meaning web sites) seems to agree on the answer to this. I found five web sites that say Coolidge supported it in 1924 and Johnson declared it in 1966. Two sites say Coolidge made it official in 1924. One site says Woodrow Wilson approved of it in 1916, Coolidge recommended it in 1924 and Johnson declared it in 1966. Another site says Coolidge supported it in 1924, Johnson declared it in 1966 and Nixon established a permanent national observation of it in 1972. However all agree it was Mrs. John B. Todd that came up with the idea, in honour of her own father, and was celebrated for the first time June 19,1910 in Spokane, Washington.
