This is not a question that can easily be answered, especially with links as confirmation. I have looked all over the web, and have also gone to the extraordinary length of going to a bookstore to look at the official IIHF record book that is also sold at http://www.iihf.com/home-of-hockey/news/2011book.html, which states that "None of this information is available anywhere else." After all this, while I suspect there have not been any gold medal U20 games with more shots/saves, I have determined that the IIHF official records do not include this category, nor do they include detailed game summaries that one could work this out from. It does say the record for most shots in a game (definitely not gold medal!) is 95, Canada vs. Poland on 4 January 1988.
