    It's debatable.
    Possibly about whether to live or die (suicide).

    This quote is from the play 'Hamlet' and Hamlet says this after his fathers death. So I think it is to live or to die.

    Hamlet is pondering suicide; but, he decides against it.

    And makes us rather bear those ills we have,
    Than fly to others that we know not of.
    Thus Conscience does make Cowards of us all
