    This site reports percentage losses by population. Serbia is listed as the highest total at 16.11%.

    A Yugoslav historian referred to in this source estimates the casualties of Serbians in WW 1 to ca.970.000.

    The total population of Serbia in 1914 was 4.5 million. 970.000 out of 4.5 million is ca.22%. Maybe no one knows the exact figures.

    Whatever the exact figures are, Serbia had the highest percentage loss of its population during WW1.
