    For NCAA Division 1, it was Pete Maravich - and he achieved that feat before the three pointer was introduced.

    That would be "Pistol" Pete Maravich, a 6'5" guard from LSU, who did it in only 3 years as Freshmen were ineligible at that time (1967-1970), and prior to the three-point shot. He tragically died at age 40 due to an undiscovered congenital heart defect.

    You need to look beyond D-1. Emma, Wayman Tisdale (RIP) also had an outside shot at Maravich's D-1 record, but left for the NBA in 1985 after his junior year at Oklahoma. He scored 2661 points in his three years at OU.

    it's probably Bob Hopkins at Grambling (1953-56)

    The list of all-time top pt scorers on that page is long enough to show everyone above 3000 pts. Hopkins looks like he's still the first to get there.
