    How many 9's are there from 1-100

    		I interpret this to mean how many times a 9 appears. So the answer would be 20...once in each lot of 10 from 9-89 (9 times) and 11 times from 90-99 (with 99 being counted as 2).

    		Or perhaps the answer is 1? i.e. the number 9.
