While I don't know who said it, I do recognise a malapropism when I see one. I've tried to find a source to confirm an old reliable like George W. Bush, but no success yet.
"malapropism (mala|prop|ism) Pronunciation: /?mal?pr??p?z(?)m/
(US also malaprop)
Definition of malapropism
noun
the mistaken use of a word in place of a similar-sounding one, often with an amusing effect (e.g. 'dance a flamingo' instead of flamenco)." -from http://oxforddictionaries.com/definition/english/malapropism?q=malapropism
