Skunk Works is an official trademark for the Lockheed Martin Advanced Development Programs (formerly Lockheed Advanced Development Projects).

The term Skunkworks was applied to the Lockheed Martin ADP, but is also a term for a small group of people working on a project in an unconventional way.

More generally it's applied to any situation where a group of people develop something quickly with minimal constraints from their managers (sometimes described as a "tiger team".) It comes with some pretty specific criteria too. See link for details.
