First, let's decide what's meant by "monarch."
The Merriam-Webster dictionary defines monarch as:
" a person who reigns over a kingdom or empire: as
a :a sovereign ruler
b :a constitutional king or queen."

Under that definition, Mary Queen of Scots was never a monarch of England (although she was of Scotland). Anne Boleyn may have been Queen of England, but the sovereign ruler was Henry VIII, so she was never a monarch.
That leaves two. Charles I was unquestionably a monarch when Cromwell's followers had him beheaded.

But what of Lady Jane Grey? Queen, attempted usurper, what? Since Edward VI named her as his successor in his will, I'll opt for queen.

So that makes two monarchs that were beheaded, at least after the Norman Conquest.
