Bath appears to be the oldest continuously-inhabited spa city. But what about, say, Vitterbo, Italy, which had been in use as a spa since the time of the Etruscans and also houses a grandiose Roman bath?
http://en.wikipedia.org/wiki/Viterbo
"In the valley of the Arcione River just to the west of Viterbo are a number of springs celebrated for the healing qualities of their waters, and in use since Etruscan and Roman days."
http://it.wikipedia.org/wiki/Bullicame
(translated) "The Bullicame (formerly Bulicame) is a spring of hot sulphurous water (about 58 C), located just outside Viterbo."
