    In chess, is rook + king vs. bishop + king a theoretical draw?

    If the king/bishop gets into a corner of opposite color of the bishop yes. But it can be forced into the wrong corner if a player knows to do so. Interactive demo here:

    It is usually a theoretical draw. Usually it is impossible to force the opposing king to the wrong corner against best play.
