    In what city are deceased residents forbidden to be buried, and instead are interred on a nearby island that used to be a prison?

    Hart Island in the northeast corner of New York City used to be a prison, but is now a cemetery with about 2000 burials a year. The burials are conducted by inmates of nearby Rikers Island. Most interments at Hart Island are because people could not afford a private burial or because the bodies were unclaimed by relatives.
