New Caledonia (French: Nouvelle-Calédonie[5]) is a special collectivity of France located in the southwest Pacific Ocean with representants in the French Parliament.

I agree, that while not an independent nation, the South Pacific territory has the characteristics of a country.
On a trivial note, much of the province of British Columbia, Canada, was once also known as New Caledonia (Queen Victoria chose another name to avoid confusion): http://www.thecanadianencyclopedia.com/articles/new-caledonia.
