    One of the meanings of 'to sue' is 'to make suppliant requests' or 'to appeal'; to sue for peace means to ask your opponent to agree to peace terms rather than pursuing the battle to an absolute victory. It is simply a phrase using the word in that sense, rather than the sense that invloves legal actions.
