Is there any religion encouraging tattoos?

A passage in the bible discourages it, so it is not so in the Abrahamic religions. However, they are compatible with buddhism and hinduism.

As for actively encouraging tattoos, they were originally associated with pagan religions (which is why they were not allowed in the bible to begin with). Some religions still apparently encourage it, as claimed by the quotes on this page:
