    Has the USA officially had a flag with fifteen stripes?

    Yes, the "Star Spangled Banner Flag" (the one that inspired Francis Scott Key's poem which later became the lyrics to the national anthem) had 15 stars and 15 stripes. The additional 2 stars and stripes represented the statehood of Vermont and Kentucky. The flag design was in use from 1795-1818 and was the only flag with more than 13 stripes.
