Why is Blackpool arguably England's foremost seaside resort ?

Having been to most of them (my only authority) I don't know exactly where it comes from besides possibly number of visitors. It has the Golden Mile of illuminations, the trams and the highest drop on a roller coaster, the piers, a sandy beach and lots of entertainment. So unlike half the resorts especially on the south eastern side, you have sand, but the weather is not as good there so not as likely to get the hot sunny days compared to the south.
Brighton is also very popular, although more sedate and pebbles on the beach, while Bournemouth arguably has the best beach of any major resort which is sandy and goes on for miles. So how they come up with 'foremost' could only be a matter of comparing diverse areas, unless purely going by the number of visitors. Southend is also quite busy, although no sand for a couple of miles the beaches do have it in parts, but nothing like the scale of Blackpool for the entertainment.

It became popular because it was close to the industrial regions of Northern England and when a road and railway were built it made it within easy reach of the workers who wanted a bit of relaxation and fun.
Over the years investment in the resort has keep it at the top.
The yearly light display along the seafront is famous world wide
