According to this site, which I found very interesting, says approximately thirty thousand and the penalty was five years in federal prison if caught. It also goes into Draft evasion of other wars including world war I and II as well as Korea.

And this article adds even more interesting background to this historical issue. For example, an estimated 50,000 Vietnam-era draft dodgers chose to stay in Canada once there. Certain categories of offenders were not included in President Carter's amnesty, including military deserters and civilians found to have engaged in violence.
