What is the largest world city that shares the same starting letter with its country?

This strikes me as a tricky question to answer definitively, as the largest cities are often part of large urban agglomerations that can be subjectively defined, are difficult to do accurate censuses in (extensive slums), and, the starting letters can vary according to the language and form of name used. In English, a case could be made for Seoul-Incheon, South Korea, but the country is often just referred to as Korea. Another case could be made for Mexico City, but it is "ciudad de México" in its native Spanish. I am working from the two lists at http://geography.about.com/od/urbaneconomicgeography/a/agglomerations.htm and http://geography.about.com/od/urbaneconomicgeography/a/agglomerations2.htm.
In my view, Mexico City, Mexico seems the "best" answer.
