This webpage has the start date as 1918:
Side Dish : Tasty takes on San Diego cuisine
1st June 2007
In the meantime, the Chroniclers headed out to El Porvenir, San Diego's oldest taco shop, which started in 1918 as a one-room tortilla factory. After a few years of making chile rellenos only on Fridays, they finally started rolling up tortillas on a daily basis with their homemade, slow-cooked carnitas in the 1950s.

Second oldest is probably the Chop Suey Peking Restaurant, which started in 1931.
