    what does it mean to plan a service ?

    I've only heard it used as it relates to making arrangements for a funeral.

    Service can be understood, in this context, to refer to this definition:
    3
    a : a form followed in worship or in a religious ceremony
    b : a meeting for worship -often used in plural

    So planning a service would involve deciding about all the relevant details of the ceremony - from venue through decorations, music, readings, prayers, and including who will be performing each of these.
