    The movie could be "The Liquidator", based on the first of the Boysie Oakes novels by John Gardner,

    Accidentally seen as a ruthless assassin, despite being a devout coward, Oakes was recruited into a spy agency. He carried out his assignments by hiring an assassin to perform the killings for him.

    All up, there were 8 Boysie Oakes novels produced in the 60s and 70s, "The Liquidator" being the only one to be made into a film.
