Which state has hosted the most Super Bowls without a team from that state ever having won?

Four states have hosted a Super Bowl but not had a team from that state ever win one. Three states are tied with two hosted games each.
Arizona (1996 and 2008), Georgia (1994 and 2000), and Michigan (1982 and 2006) have each hosted two games, but the Arizona Cardinals, Atlanta Falcons, and Detroit Lions have never won the Super Bowl. The only other state without a win is Minnesota, which hosted the 1992 game.
Arizona is set to host the Super Bowl in 2015 and will move into the lead if the Cardinals don't win one by then.

Until the Saints won their only Super Bowl in 2009, the clear answer to this questiom would have been Louisiana, aince New Orleans had hosted 9 Super Bowls before then. The current answer is a three-way tie at 2 hostings for Arizona, Georgia, and Michigan, with the Cardinals, Falcons, and Lions never having won, respectively. Arizona may well take the lead at 3, hosting again in 2015. Next year's 3014 host, New Jersey (first time), is special, not having its own state team, yet the stadium is the home to the two New York City teams.
