True. Roux (pronounced roo) is a mixture of flour and fat cooked together and used to thicken sauces, soups, and gravies. http://www.cfchefs.com/faqs.htm

As McGruff said, however, red and black roux's are used primarily for flavoring soups and sauces rather than thickening because they are cooked so long that it begins to break down the glutens which are what thickens the sauces. Red and black are found primarily in Cajun/Creole dishes.
