Not knowing all the heads of states' resinencies I can't say for sure, but Israel's Prime Minister's House would probably be in the running. I, a former Jerusalm resident, can't even remember its formal address (between the neighborhoods of Rechaviah and Katamon, in walking distance from where I used to live). While there are guards at either end of the street, often protestors stage demonstrations and even sit-ins right in front of the house. In the 1970s, Golda Meir refused to live in the official Prime Minister's House, claiming that she was already quite comfortable enough in her own home (also in Jerusalem), and didn't want to be a drain on the taxpayers. Originally the home belonged to Abba Eban, Israel's first army chief of staff.

After reading through a list of Head of State residences - all of which contain the word 'Palace' or something similar I have come to the conclusion that it could be Chile.
Chile does not have a presidential residence - they must use their own house so that would depend on how big there private residence was
