The "doldrums" is a weather pattern located along the equator, specifically in the Intertropical Convergence Zone and off the coasts of South America in both the Atlantic and Pacific Oceans.
Because of the nature of weather, the exact place where the doldrums occur varies from day to day, hour to hour, and is highly unpredictable, but it always occurs within a few degrees north and south of the equator with precise Latitidue and Longitude varying.
The use of the phrase "in the doldrums" to mean depressed comes from the weather pattern; the doldrums are where the Trade Winds meet and there is either no wind at all and/or vicious and unpredictable squalls. Sailors can be stuck for days in the doldrums.
