I scanned the entire story online and neither name, Jack or Herbert, appear in the text. Claude Rains plays 'Jack Griffin' and in the 1933 movie, which is apparently what I was finding. Kyle MacLachlan's character is also listed as Jack Griffin in a 1998 TV movie. Herbert is the first name of the author, H.G. Wells.
