After a bit a searching I have found that the City of Jericho is the lowest point on earth that is not covered by water. It is 386m below sea level.

Crackers is right. The lowest point on the Earth's surface which is not underwater is the shore of the Dead Sea in Israel. Any point around the shore is at the same level of about 390m below sea level. Jericho is in the same general area.
