    The obvious answer is Adolf Hitler, as Berlin was the host that year, and saluting anyone else probably would not have been noteworthy. However, I have not been able to verify this, and I apologize if my guess is wrong and offends any Kiwis out there.

    I originally thought that as well, but found a site that said some gave the hitler salute, but the countries that participated in WWI did not salute, so that ruined that idea. So far have not been able to found anything else.
