The Constitution of USA was written during the summer of 1787 at a convention of 55 delegates who met in Philadelphia, ostensibly to amend the Articles of Confederation, the country's first written constitution.-From encyclopaedia britannica online. According to David McCullough's book 'JOHN ADAMS', 'The constitution of the Commonwealth of Massachusetts is the oldest functioning written constitution in the world.' John Adams wrote it himself, in about one month, and it was ratified with only minor changes in 1779. McCullough's book is not only an in depth biography of Adams, and his family, it also is something of a biography of the early years of the United States.

The Magna Carta, signed by King John on June 15, 1215 was effectively the English constitution. It guaranteed the freedoms and rights of the English people and became the foundation of English Common Law. It was on this document that the American Constitution was based. I'm not sure if it's the shortest, but I guess it's the oldest.
