I think this is a general rule for all flags. It certainly applies to the Union Jack, the flag of the UK, which can be flown upside down to indicate an emergency. But the Union Jack is almost the same when it is upside down. Many countries, such as Ireland, France and Italy have flags which are exactly the same upside down. And I think the flag code of the United States forbids this practise for the stars and stripes.
