No, Audie Murphy is.

Audie Leon Murphy (20 June 1925 - 28 May 1971) was one of the most decorated American combat soldiers of World War II, receiving every military combat award for valor available from the U.S. Army, as well as French and Belgian awards for heroism. At the age of 19, Murphy received the Medal of Honor after single-handedly holding off an entire company of German soldiers for an hour at the Colmar Pocket in France in January 1945, then leading a successful counterattack while wounded and out of ammunition.

Neville Brand was regularly cited as the 4th most decorated soldier in WWII, but that information is incorrect and was denied by Brand before his death. He was, however, according to official military records, the recipient of the Silver Star for gallantry in combat. His other awards and decorations are the Purple Heart, the Good Conduct Medal, the American Defense Service Ribbon, the European/African/Middle Eastern Theater Ribbon with three Battle Stars, one Overseas Service Bar, one Service Stripe, and the Combat Infantryman's Badge.

Lt. Garlin Murl Conner left the U.S. Army as the second-most decorated soldier during World War II, earning four Silver Stars, four Bronze Stars, seven Purple Hearts and the Distinguished Service Cross for his actions during 28 straight months in combat.

When Audie Murphy started doing films, publicity called him the most decorated solder of WW2, when Neville Brand started film and television they were calling him #2, it wasn't correct and they both admitted it.
