Could there be any truth in the story that Innocent IV introduced Red Hat for Cardinals, because Joan, Countess of Flanders , had mistaken a Cardinal for a Bishop and vice versa , and had begged the Pope for a distinctive mark to keep Cardinals and Bishops apart?

A large number of U.S. cardinals and bishops (but not the spoilsport bishop of my hometown in Ohio) felt it necessary to issue a special dispensation for this St. Patrick's Day. Why?

As I was watching the cardinals enter the conclave, I noticed that some of them had chirons giving their names and where they were from. Some of the other cardinals were ignored, as the camera panned to the art in the chapel. Are the "ignored" cardinals less important or are they controversial?
