In 1976 Ronald Reagan did not formally run for president. He lost to Gerald Ford for the nomination of his party. That figure was write-in votes. The sites I looked up said Bill Clinton was the only president in history to win with less than 50% of the popular vote. In his first election he got 43% and in the second 49%. Those years Ross Perot was the strongest 3rd party candidate in history.

What about Eugene Debs who stood five times as a socialist candidate. In 1912 he got 6% of the popular vote, and when he stood in 1920 could attract only 3.5% of the popular vote.

Finlady president Bush received only 48 percents of the popular votes, Woodrow Wilson received even less votes, all the other candidates in 2000 election received 4 percents of the popular vote so I guess the answer is Harry Browne.

I have yet to find a site that lists a 'complete' ballot,The question simply
as stated is who ran and recieved the least amount of popular votes, there are
no other qualifiers, but on an 'Official' party basis I guess you could
say the winner would be Joseph Hospers the 'Libertarian' party canidate in
the 1972 election who recieved 2,691 popular votes less than one percent,
and a close second would be Gerrit Smith of the 'National Liberty' party
in the 1848 election who recieved 2,733 popular votes also less than one
percent. Again I refrence the same site.
