    Of the 42 delegates present at the signing of the Constitution, which 3 did not sign and what were their reasons?

    The 'refuseniks' were Elbridge Gerry of Massachusetts and George Mason and Edmund Randolph of Virginia.

    The reasons seem to have been generally that the constitution gave too much power to the Federal government over the States and the citizen. Gerry and Mason seem to have specifically wanted some sort of Bill of Rights.
