According to Brewer's Phrase and Fable, paternal care is the closest. It is the place where the just repose in death. The allusion is to the ancient custom of allowing a dear friend to recline one's bosom, as John did on the bosom of Jesus (Luke 16:22)

Yes, I agree. I would add the Old Testament identifies the intermediate state, Abraham's bosom, as the upper level of Sheol which is like paradise (Luke c.16), but when Christ rose from the dead He took the righteous dead with Him into heaven. Abraham is generally considered as the Patriarch / Father of Christian folk.
