The man who 'wondered how he got 'em' presumably originally said, in the ptresent tense, 'I wonder how he GETS 'em'. Since this rhymes with Jetsam, I think that the man who sang all the low notes was probably Malcolm McEachern (a.k.a Jetsam) and the man who wondered how he got 'em was probably B. C. Hilliam (a.k.a. Flotsam). Flotsam and Jetsam were a popular comedy singing duo between the wars. Their song about Little Miss Bouncer, who loved an announcer down at the BBC, is still heard occasionally. I've checked the names in Brewer, but I can't trace the actual quotation, so it's only a guess.
