    In the book of Luke, the Jewish rulers came to John the Baptist to be baptized, and he asked them basically why, since they weren't repentant. When and why did Jews start baptizing people?

    I'm not sure there was any distinct time. Many races, especially in desert/hot countries, would wash babies, when born, but there was no especial religious reason.
    There is no explicit mention of baptism of infants or young children anywhere in the New Testament. There are references to the baptism of households in Acts 16 and 1 Corinthians 1, but no specific mention of children.
    Baptism was associated with cleanliness, however, and 'washing away of evil/sins.' The Jews used this as a way of publicly cleaning themselves and washing off sin, but they were supposed to be sorry and intending not to sin again, thus John's comment about not being repentant.
